Alongside Dr Fiona Measham, Senior Lecturer in Criminology at the University of Lancaster, Phil has been commissioned by The Portman Group, a UK drinks industry social responsibility organisation, to explore current enforcement of the laws concerning the sale and consumption of alcohol. The project will focus both upon licensing law and relevant criminal justice sanctions / anti-social behaviour legislation as applied in different regional contexts. The views of community safety practitioners and other interested parties will be sought concerning the suitability and efficacy of current laws and regulations, together with the new coalition government proposals on licensing contained in the Home Office consultation document: 'Rebalancing the Licensing Act'.

Phil is currently working on a briefing paper which explores the community impacts of SEVs. This document is designed to assist licensing authorities in considering if and how to adopt the provisions of the Local Government (Miscellaneous Provisions) Act 1982 as amended by the Policing and Crime Act 2009. Where adopted this legislation gives local authorities in England and Wales more power to regulate lap dancing, pole dancing, table dancing, strip shows, and live sex shows in their area.

Phil has been commissioned by Alcohol Concern to contribute to their series of on-line Factsheets. The report, to be published by Alcohol Concern on 1 September 2010, will be co-authored by Dr Andrew Newton of the Centre for Applied Criminology, University of Huddersfield, a lead researcher on the Home Office evaluations of the Licensing Act 2003.

Phil has been commissioned by Alcohol Concern as Senior Consultant to their work for the Safer Middlesbrough Partnership in conducting a comprehensive local alcohol needs assessment. This work will feed into development of the new Middlesbrough Alcohol Strategy 2010.
